Who first contacted AVAIO, and when?

Who within the City first initiated contact with AVAIO Digital (or its principals, affiliates, investors, or representatives) regarding a data center in Pittsburg, and on what date? Was this initiated by City staff or by a Council member? If AVAIO Digital (or its principals, affiliates, investors, or representatives) initiated contact, who did they contact? If another third party initiated the conversation with the City of Pittsburg or its representatives, who is that third party, and whom did they contact initially?

Who prepared the July 30 workshop materials?

Which City staff members were involved in preparing the materials, talking points, agenda, and/or any presentation for the July 30 workshop? Were any of these materials produced in advance with input from any Council members? If so, which ones? Did any collective briefings occur (or are there planned) between city staff and the city council on the data center between January 1, 2026 and September 1, 2026 (inclusive)?

Have City staff (including the City Manager and City Attorney) or the City Council worked directly with AVAIO, PG&E, or their representatives to prepare (1) the workshop materials being presented to the public, (2) the AVAIO data center website (avaiodigital.com) or the City's sponsored data center website (PittsburgCA.gov/DataCenter), or (3) the August 3 agenda on which the data center has been placed? If that communication, coordination, and/or collaboration has taken place, please identify the individuals and the nature of it.

Workshop Testimony

At the prior meeting (July 20, 2026), a speaker identified here only as P.G. was permitted to address the audience without interruption, while resident critics were instructed to “address the body.” Was that speaker's appearance or testimony coordinated in advance with the City, its staff, or any Council member? Do you acknowledge that you set speaking rules that were not enforced for all speakers, and actively silenced at least 3 speakers for not following said rules?

Pittsburg Power Company (PPC) has exercised its right to exclusively provide retail electric service to the proposed project. Does the City, through PPC, stand to gain revenue from the data center's electricity demand across Phases 1–3? Please quantify the projected revenue to the City and to PPC.

Should Mayor Adams have recused from more than the PG&E deal?

On February 27, 2026, the FPPC issued advice to the City (File No. A-25-154), requested by City Attorney Donna Mooney on behalf of Mayor Dionne Adams. The FPPC concluded that, because Mayor Adams is a salaried PG&E employee of 24 years, she is disqualified under both the Political Reform Act and Government Code § 1090 from participating “in any manner” in the PPC Board's decision to enter an Interconnection Agreement with PG&E — the agreement that filing describes as follows:
